OVER THE VAULT PA SYSTEM: YOUR OVERSEER
[[OOC: This broadcast goes out over the Vault’s old speaker system and can be heard in every room in the Vault. Those that chose to tune to the radio station advertised will hear this announcement on loop for the next week at a better sound quality than offered through the damaged speaker system.]]
[The voice that comes over the speaker system is familiar to some of you. For the rest, it is a crisp, solidly non-descript American accent that carries the weight of someone used to unquestioning obedience to his orders.]
Attention Vault 66, this is your Overseer speaking. You may refer to me as Captain Simmons or Overseer. All dwellers are instructed to tune their pip-boys to the Overseer Announcement frequency at least once per day to receive my announcements.
After analyzing reports from the long-term staff, I have authorized three exploratory groups to spend no more than one week each on the surface for reconnaissance. Priorities are: threat assessment of radiation level and local wildlife; gathering of food samples for analysis; and detection of sentient life. Contact with any potential sentients is not approved at this time.
Three team leads have been selected: Zhao Yunlan, Takagi Saya, and, based on personal recommendation, Chocolat Misu.
[There is a small pause and anyone listening closely can hear him mutter ‘Nicholas, if that name was a joke…’ Then he clears his ‘throat.’]
Leads may select a small team of one to three to accompany them. For Vault security, no less than two dwellers may be in the Vault at any one time. Robotic staff will not be included in these missions. Appropriate arms will be checked out upon mission start and returned upon completion.
Questions or concerns may be directed to the Overseer in person. Responses are not guaranteed.

Stopping right at the door, she cleared her throat and knocked three times before calling out, "Excuse me, sir? Captain Simmons? May I come in? It's Ms. Takagi."

The bones in the corner of the office are gone now, the rug straightened back out as if nothing had been there. The empty bottles of alcohol are gone, as well. All in all, the place looks more ship shape than the last time she was in the office.

"Yes, sir, that and other things if I'm to be honest." she started as she stood in front of the desk in a militant pose. If she'd learned anything about his types, it was that respect and chain of command were of utmost important... It certainly always was when it came to her father and his wards.
"Again, I do apreciate the chance to learn more of the outside world and what state it is in. Additionally, finding more resources to reinforce the Vault and improve our chances of survival and defensive capabilities against whatever might await us out there." she paused, looking to see if he made any noticeable motions before continuing.
"In order to plan appropriately, I was wondering if I may review the terminal in this office. I was hoping it would shed some insight into what we may be encountering out there. The people who ran this place, the ones you mentioned 'Vault-Tec' and your military group? They seemed really prepared so I feel they might have had proper predictions and plans set in place for once the Vault opened up. I wish to study them, if possible, so I may increase our teams success and survival rate."

He pauses for a moment, his optics closing then opening one by one as he considers.
"Save...hm. Well, you make a compelling case. There is a small mystery that needs to be investigated. A radio tower was requested for construction some time ago, and there is reason to think it may have been completed. I'd like a report back on if that happened. Again," he voice turned sharp, "no contact with any sentients is approved. I don't want to be fighting battles before we're ready for them. I'll upload the location on your pip-boy. Just look and report back."

"Sir, thank you for that relevant information. I'll make sure to report what we find now that I have a good idea of where to start thanks to your intel." There was so much at hand here and from what she could gather, Simmons was none the wiser about the terminals information... Though something tells her that he was never in on it other than to enforce rules and safety. It seems Vault-Tec were the ones with their hands in the dirty... But she's still not taking chances.

Still, Yunlan had some important questions to ask before he started trying to tap fellow residents to head out with him; he's even jogging on his way up to the Overseer's office to ask.
He rapped his knuckles against the outer frame of Simmon's office door and peered around.

Fewer corpses! That was a plus. He props his hand on his hip, glancing around. "No, I just dropped by to ask some logistics questions. Like, what kind of weaponry and supplies do you have available? I want to make sure my team's got people who know what they're doing with what I'm gonna hand them."

While her group meeting wasn't a total failure it wasn't as enlightening and useful as she'd hoped. Follow that up with her increased level of discomfort with the less sanitary areas of the vault, a lack of sleep and now to top it off, finding out that there were leaders assigned to their first missions on the surface and she wasn't among them?
She had been furious.
But she let her mood settle, channeled her anger into a project she had been working on privately. Now she felt ready to speak with "The Overseer."
Making sure she had a clean jumpsuit on and her hair done up she rapped on the door.
"Captain Simmons? I would like a moment of your time."

He hovered over to behind the desk and waved one claw at the chair on the other side. Now that he's tidied up a bit in here, it's almost like a normal meeting. Almost.

"I'm relieved to see someone taking charge, I was starting to worry that the lack of motivation among the others was going to be harder to overcome. But the possibility of seeing the surface seems to have them rather excited."

"What's the big idea?! I never recalled taking on the mantle of wanting to explore the outside," In fact, she explicitly remembered emphasizing how she would prefer to stay close to the Vault should her beloved Darling ever happen to wake up! This was the opposite of keeping an eye on him! "Is there even a reason that there have to be three teams? And what vote did I miss out on that we ended up as the people chosen?"
Although the more she thought about it she could see why some of the others would not make for good scouting leaders. Sandy was far too young and Jiro was, well, Jiro. Azula seemed capable enough though. And Jill seemed to have a decent chuck of survival expertise under her belt.

Her expression seemed to calm down at this sudden revelation. The corner to her lips upturning slightly as she considered how she could possibly use this later.
"Hmn, well, if that's the case. I may be willing to pull my weight a bit. But don't you think I deserve something out of it? After all, being so suddenly thrown into something without knowledge or consent, on top of all the work he's made me do around the vault in place of him over this past month. I'd say he pretty much owes me at this point."
